It's a relay of whatever the local DOT has collected from all its
traffic detection systems into your GPS. I'm using the Garmin system
in Chicago where the data system is pretty good. I was using it in WDC
last year, it wasn't so useful but it didn't suck either.
It's pretty good if the local system is too.
