Looking to replace on old GPS with a new one. The new ones talk about
'lifetime traffic". I understand lifetime part, but was wondering
exactly what the traffic part was? Something approaching real time
information on accidents, construction, bottle necks? Something else?

And just where traffic is producing slower than normal progress etc.

It's a relay of whatever the local DOT has collected from all its
traffic detection systems into your GPS. I'm using the Garmin system
in Chicago where the data system is pretty good. I was using it in WDC
last year, it wasn't so useful but it didn't suck either.

It's pretty good if the local system is too.
