Unlikely .. since the Garmin topo maps do not need an unlock code.

They might if the CD is Pirated.

How do you envision that happening? Are you suggesting that someone
would go to the trouble of adding anti-piracy protection to the disk
they themselves copied from an unprotected original? Seems highly
unlikely.

Mine didn't. I bought them 100% legit. Pirate stuff can be tricky.
