In that my battery in this now refuses to hold its charge for 5 minutes, is
it possible to change the battery/batteries?

How about that memory chip that looks like its going to fall out at any
minute (and sometimes does)?

Could I replace it with one with a larger capacity before I wrap the slot
with gaffer tape?

I'd say try the larger memory card for laughs. Then you cold let us
know if it works and if the gaffer tape works.

There are places that sell replacement batteries for all sorts of
devices, and some of them include instructions and sometimes a tool to
help get into the device. I have no links handy, but Google might help
(although it might go quicker if someone posts a link).

Yes, but its not a trivial exercise because there is some shielding
inside and its difficult to get that back to what it once was.

Might be time to buy a new tomtom.

Yes, but you need to be careful, there are some limits on what it will accept.
