I'm pretty sure:
If you put your maps in the "right" places, TomTom will find them.
Otherwise, it won't really let you browse. And that means folders
right of the root of the storage card. So, on my device, the maps for
New England and mid-Atlantic states are in a folder called
"New_England_and_Mid-Atlantic-Map" on the storage card. That's the
name the TomTom setup program chose when I opted to copy maps to my
"PC" hard drive, and I copied the whole folder (including name) to the
storage card.
