I submitted a new camera location (mobile one) and received sweet FA back.

It depends, i dont think you get a freebe for mobile ones, they have to be
static.
You also have to be the first one to submit it.

In grahams case, they could qualify if the latter was true.

You probably need a friend to also report the same camera as
confirmation.

Nope, you need a verifier to confirm your sighting.

What's the difference? How did the verifier confirm the invisible
camera at the bottom of my street?

I have no knowledge of your actual submission but for mobiles we need
to verify them first. if you are the first to report it then once
verified it goes live and as soon as a further independent sighting is
received you will get a lifetime subscription.
