Summary on pgs. 15-26 of Final Report. Aviation and Cellular sub-
teams conclude that operation in lower 10 MHz band would be
satisfactory. The other 5 sub-teams report interference even with
that change to the concept.

I think you got it backwards. If they *could* read them, they might very
possibly do something stupid; since they can't, they can't.

The FCC were denied funding to examine the Lightsquared issue. They
can't do anything about it - that means even reading the submissions.
