I just don't see the bottom of a car having surfaces reflecting upwards.

The road reflects. Remember, any time the impedence of the medium
changes, you get some reflections.

Well yeah, but we're talking about some mighty weak signals.

Receivers like the Sirf II are over-sensitive. This really shows under
canopy in the woods where it gives "valid" positions with huge random
walks (50 - 100 metres).
