Seems that we have a "test" version of the Compass-BeidouII ICD
I gave a quick look at the 11 pages:
Some intro (overview of the system) and some signal
specification(signal structure, radio freq characteristics and ranging
codes)
Not much to read No info about the navigation message for
example.

More info and links from Richard Langley in GPS World:

http://www.gpsworld.com/GNSS%20Syste...released-12458

"Chengqi addressed the limited nature of the test version ICD during
the press conference. He stated that the test version is being
released to stimulate research and development work and promote
applications as soon as possible. He also indicated that some aspects
of the transmitted signals are not yet finalized or "cured" and that
is why they are not discussed in the test ICD."

From Inside GNSS:

http://www.insidegnss.com/node/2879

"Although the B1 signal is currently a quadrature phase shift keying
(QPSK) modulation at 1561.098, a Compass signal and frequency plan
presented at the 2010 International Committee on GNSS (ICG) Providers’
Forum states that the Compass B1-C signal will eventually adopt the
same multiplexed binary offset carrier (MBOC) modulation centered at
1575.42 — the same as the GPS L1C and Galileo E1 open service
signals."

The current center frequency is 1526 x 1.023 MHz, vice 1540 x 1.023
MHz for GPS L1.

Perhaps the motivation was to keep the promise of publishing an ICD in
2011, however thin it might be.

The Chinese seem to want to do a dance of the seven veils on this to
give Chinese receiver makers a lead into production.

Fine.

I'll only ever buy a Compass receiver that is made by a non-Chinese co.
and manufactured outside of China.

GPS with 31 satellites
GLONASS with 24+ satellites
GALILEO finally building

Those systems are documented. Is Compass commercially relevant to
anyone but the Chinese?

When the 2nd system goes up (worldwide coverage), it _could_ be of use
to everyone in terms of increased coverage and redundancy. Possibly
accuracy as well.

"Apart from the Chinese military, their economic system will have a
big boost thanks to Beidou. According to the head of the project
talking to China Daily, it "will create a market as big as 400 billion
yuan ($61.54 billion) by the end of 2020." The Chinese government is
investing $25 billion on it."
