It's not Garmin or Tomtom who are responsible for mapping, but the two rival
mapping companies, Tele Atlas and NavTeq. Tomtom use Tele Atlas, while Garmin
use NavTeq. The mapping companies do the surveys and bring out updates at
intervals, and it's up to the GPS manufacturers to incorporate these updates
into their units (or not) as they think fit. It might be more productive to
report errors directly to TeleAtlas/NavTeq. You can do this from their
respective websites:

The NavTeq maps used by Garmin appear to vary a lot according to which region
you use. I've found that the City Navigator maps for Europe are quite
accurate. I have very rarely come across any serious errors in the maps
themselves, although the POIs are often out of date.
