Lightsquared now proposes to transmit on the lower 10 MHz channel
using one half power. They contend that will solve the vast majority
of the interference problems. This plan requires Inmarsat to
accelerate clearance of that spectrum. Lightsquared has a business
deal with Inmarsat to use that spectrum.

I'd suppose those who aren't included in the vast majority are going
to be a very vocal minority.

So the Fox is willing to steal only 5 chickens instead of 10. NO
